Because of these factors, planning for prominent special events must begin well in advance of the date, and law enforcement must play a crucial role very early on in the process. A chief consideration is the use of technology to augment human resources to make law enforcement more efficient and effective in dealing with potential problems.

One need only turn on the nightly news to understand that law enforcement across the United States is facing some unprecedented challenges. Those challenges, including the need to rebuild community trust and law enforcement legitimacy, are confronting agencies large and small from coast to coast. There is, however, a less visible (but, perhaps, even greater) challenge facing law enforcement: recruiting new officers.

With guidance and support from MARC’s Regional Homeland Security Coordinating Committee, emergency services agencies across the region are working together to advance the region’s ability to respond and recover from intentional attacks that result in casualties and fatalities—potentially among both civilians and responders. One goal of this work is to strengthen the capacity to help those who are affected by these incidents, including survivors, families, responding agency personnel, and the community as a whole.
