Course Overview
Leadership in Police Organizations (LPO) is the flagship IACP leadership development training program. LPO is modeled after the training concept of dispersed leadership (“every officer a leader”) and delivers modern behavioral science concepts and theories uniquely tailored to the law enforcement environment.
The LPO program is a two-week training that takes place one week per month over the course of two consecutive months.
By the end of the course, students should be able to:
- Understand and apply modern behavioral science and leadership theories that affect human motivation, satisfaction, and performance in the achievement of organizational goals
- Learn frameworks to translate knowledge and experience into effective leader actions
- Integrate course content into daily leadership practices
- Inspire a lifelong commitment to the study and practice of effective leadership

2026 IACP State & Provincial Police Academy Directors (SPPADS) and Planning Officers Section (SPPPOS) Annual Meeting
The 2026 State & Provincial Police Academy Directors Section (SPPADS) and Planning Officers Section (SPPPOS) joint meeting discusses critical issues in state and provincial police agencies.
SPPADS is dedicated to advancing the principles and competency of professional law enforcement instructors, while SPPPOS gives state and provincial police agencies a forum for information exchange and access to the latest policies and best practices, with a focus on topics, needs, and challenges of interest to law enforcement agencies.
This joint meeting encourages collaboration between sworn and civilian research and planning members as well as academy directors and instructors to exchange ideas, methods, practical experience, and to discuss critical issues. SPPADS and SPPPOS members will have their own sessions as well as joint sessions to discuss any topics that overlap with policy, planning, and training.
The 2026 meeting will be held July 26-29 in Orlando, Florida at the Hyatt Regency Orlando.

The IACP 2026 Impaired Driving and Traffic Safety (IDTS) Conference will be held in Anaheim, California, August 21-23.
Join traffic safety professionals from around the world to share knowledge about effective and proven approaches for improving road safety, the latest science on alcohol and drug impaired driving enforcement, how technology can be leveraged to make communities safer, and how agencies can use traffic safety education to engage and build trust with their communities. The IDTS Conference is the largest training conference for drug recognition experts and traffic safety professionals. Conference attendees include DREs, law enforcement officers (state police, highway patrol, county, municipal, governmental, sheriffs, and other agencies), crash investigators, supervisors/administrators, prosecutors, toxicologists, laboratory personnel, traffic safety professionals, among others.

Who Should Attend?
Attendance is open to IACP DRE Section members, IACP members, and qualified non-members who support traffic safety efforts, including: 1) currently certified Drug Recognition Experts, 2) sworn law enforcement officers, 3) agencies which receive funding for the DEC program, 4) civilian employees of public safety agencies, 5) first responders, 6) prosecutors, 7) traffic safety advocates of non-profit organizations, 8) physicians providing expertise in support of the prosecution of impaired drivers, and 9) toxicologists providing expertise in the prosecution of impaired drivers. Other individuals who maintain a direct professional, supportive interest in the Drug Evaluation and Classification program, including DRE Emeritus or DRE Ambassadors, may submit a request to attend. Public safety includes offices of police, sheriffs, EMS, fire service, hazmat, and park rangers from federal, state, city, county, campus, and tribal agencies, as well as members of the armed forces.
Registration Details
The conference registration fee includes access to general assemblies, workshops, the exhibit hall, and the welcome reception. While light fair is offered at the reception, meals are not provided for attendees.

*Guest/Family refers to a spouse or family member, not a business associate or fellow law enforcement colleague. Only the family member’s name, city, and state will appear on their badge. Family members do not receive educational credits or certificates for attending workshops.
Join IACP and the DRE Section today to save on IDTS Conference registration. Sworn and civilian employees of public safety agencies, academics, and professionals of related fields can qualify for membership in the IACP. Those in sworn command-level positions qualify for active membership; others may be eligible for associate membership.
Refund Policy
All cancellations must be made in writing and mailed, faxed (703-836-4543), or e-mailed ([email protected]) to the IACP headquarters. A penalty will apply. No telephone cancellations will be accepted. It will take a minimum of six weeks to receive a refund.
- A 25% penalty will be assessed on all cancellations received on or before July 29, 2026.
- A 50% penalty will be assessed on all cancellations received between July 30-August 17, 2026.
- No refunds will be issued on or after August 18, 2026. No refunds will be given for no-shows.
Registration may be transferred to another person in your organization by written request to IACP prior to August 17, 2026. After this date, all changes must be made at the conference. Additional charges may apply. This refund policy is subject to change.
IACP Midsize Meetings Media Policy
The International Association of Chiefs of Police (IACP) hosts several midsize meetings, including the Division Midyear Meeting, Policy Council Midyear Meeting, Officer Safety and Wellness Conference, Technology Conference, and the Impaired Driving and Traffic Safety Conference. These events are closed to all media. Advanced registration for media is not permitted, and no media credentials will be issued. All sessions, meetings, general assemblies, exposition areas, and ticketed events associated with these conferences are strictly closed to media representatives.
Unscheduled interviews, photography, audio or video recording by media representatives are prohibited. The IACP reserves the right to modify this policy at any time.
Photo, Image, and Recording Disclaimer
Registration and attendance at IACP events constitutes an agreement by the registrant to the IACP’s use and distribution (both now and in the future) of the registrant or attendee’s image or voice in photos, images, video and/or audio recordings of such events without compensation or approval rights. All photos, images, and recordings are the property of IACP.
Suitcasing/Outboarding Policy
The IACP depends on our exhibitors and sponsors for successful events. As such, we are mandating increased measures to protect our exhibitors/sponsors from “suitcasing/outboarding” at our conferences and meetings.
Please note that any attendee at an IACP conference or meeting who is observed to be soliciting business in the aisles or other public spaces, or uninvited attendees in another company’s booth, will be asked to leave immediately and their conference credentials will be confiscated.
Conversely, known commercial activity conducted from a hotel guest room or hospitality suite, a restaurant, or any other public place in proximity to IACP’s conferences by non-participating companies, will be shut down if utilizing properties with which IACP has an agreement. Those found to be involved with “suitcasing” or “outboarding” will be denied registration to attend future IACP events.
Service Animals Policy
Only service or emotional support animals are permitted at IACP conferences and events. Only dogs are considered to be “service animals”. A “service animal” is a dog that has been individually trained to do work or perform tasks for people with disabilities. Service animals are working animals, not pets. Dogs whose sole function is to provide comfort or emotional support do not qualify as service animals under the ADA.
An “emotional support” animal (also known as a therapy animal) is an animal that provides emotional support alleviating one or more symptoms (or effects) of a person’s disability. IACP only permits dogs as emotional support animals.
A service or emotional support animal must be under the control of its handler at all times. Service or emotional support animals must be harnessed, leashed, or tethered, unless the individual’s disability prevents using these devices or these devices interfere with the service or emotional support animal’s safe, effective performance of tasks. In that case, the individual must maintain control of the animal through voice, signal, or other effective controls. The care and supervision of a service or emotional support animal shall be the sole responsibility of the handler. The handler shall be responsible for any repair or cleaning cost incurred by a service or emotional support animal.
If a service or emotional support animal is out of control and the handler does not take effective action to control it or if the service or emotional support animal is not housebroken, IACP may ask the person with a disability to remove the service or emotional support animal from the premises. If there is a legitimate reason to ask that a service or emotional support animal be removed, IACP will offer the person with the disability the opportunity to obtain goods or services without the animal’s presence.
Owners who decide to leave an IACP event because of a violation of this policy will not be eligible for a refund.

All event activities will take place at the Hilton Anaheim (777 Convention Way, Anaheim, California, 92802). The IACP has reserved a room block for attendees to make your trip to Anaheim more affordable. Rooms in this block are available at the prevailing government per diem rate of $191/night (+tax). Rooms at the group rate are limited and available on a first-come, first-served basis. The deadline to book within the IACP room block is Monday, July 27. Make your reservation now.
Please note, this is the only official room block for the 2026 IDTS Conference. The IACP will not send direct marketing or promotional codes through a third party email or affiliate for the 2026 IDTS Conference. The IACP urges caution if using alternative booking platforms or if receiving emails from third parties.

Call for Proposals
IACP conducts a call for proposals each year for the IDTS Conference educational program. The 2026 IDTS Conference call for proposals is CLOSED. All proposals must be submitted through the online portal to be considered for the program. All completed submissions will be peer-reviewed prior to selection. The deadline to complete a proposal submission was January 23, 2026, at 11:59 p.m. (ET). Notifications were sent to all submitters on March 31, 2026.

Convention Event Request Form (CERF)
Submit a CERF
About CERFs
The Convention Event Request Form (CERF) is designed to help organizations, exhibitors, and sponsors obtain meeting space at official IACP conference properties. If you are interested in hosting a meeting, meal function, or hospitality suite in conjunction with IACP 2026 IDTS Conference you must complete a CERF.
Once the CERF has been submitted, IACP staff will review the request to ensure it abides by the rules and regulations listed below. Once the request is reviewed and approved, it will then be sent to the property. A representative from the hotel will contact you and work directly with you on the specifics of your event.
If at some point your event date, time, or location changes or is canceled, please forward the confirmation email you received when you submitted the CERF to [email protected] clearly indicating what changes need to be made. Please do not complete a new CERF.
Submission Deadline
Submissions must be received by early-July for your event to be listed in the IACP 2026 IDTS Conference mobile app. Any submissions received after the deadline may not be listed online and in the mobile app.
All requests must be submitted by close of business on Thursday, July 2, 2026, to ensure review and approval of a submitted CERF.
CERF Rules and Regulations
- Meetings cannot be held during opposed dates and times as noted in the paragraph below.
- Anyone hosting a meeting or event must follow IACP’s health and safety protocols in place at the time of the event to ensure the safety of all conference attendees.
- Entertainment, meetings, or similar activities are not permitted in hotel rooms or other private or public facilities during hours that conflict with IACP sponsored events.
- Contracted properties in Anaheim will not reserve meeting rooms/function space for anyone during the meeting dates without prior IACP approval.
- IACP will review and approve the CERF on a first-come, first-served basis.
- Space in contracted meeting space is reserved for IACP staff events only.
- IACP reserves the right to decline meeting requests meetings that are not approved will receive a notification immediately explaining the denial.
Opposed Dates and Times
The following dates and times conflict with the IACP 2026 IDTS Conference program. You may only schedule events outside of IACP program hours to ensure approval of your meetings/events. It is the goal of IACP to provide all attendees with the full opportunity to benefit from our scheduled education and networking opportunities. Special consideration may be given to smaller meetings; these meetings will be reviewed on a case-by-case basis.

IACP Suitcasing/Outboarding Policy
The IACP depends on our exhibitors and sponsors for successful events. As such, we are mandating increased measures to protect our exhibitors/sponsors from “suitcasing/outboarding” at our conferences and meetings.
What is Suitcasing and Outboarding?
“Suitcasing” and “outboarding” are unethical parasitic business practices in which non-exhibitors and non-sponsors attempt to gain access to conference attendees.
“Suitcasing” refers to those non-participating companies or persons who go to conferences as an attendee but “work the aisles” from their suitcase (briefcase) and solicit business in the aisles or lobby area.
“Outboarding” refers to non-participating companies that set up meetings and demos at off-site locations—hotel hospitality suites or restaurants—and encourage show attendees to leave the conference and show floor to spend time with them.
Examples may include but are not limited to:
- A non-exhibitor sets up a hospitality suite off the show floor and invites attendees to leave the show floor and visit their suite.
- A non-exhibitor sends out alerts to potential customers that while they will not be participating this year, they will have personnel walking the show floor and will be offering demos or show specials.
- A non-exhibitor puts together a webpage with the conference logo and solicits meetings with attendees.
- A non-exhibitor piggybacks on the activities of a third party such as a vendor or partner who is exhibiting.
What are the consequences of Suitcasing or Outboarding?
Please note that any attendee at an IACP conference or meeting who is observed to be soliciting business in the aisles or other public spaces, or uninvited attendees in another company’s booth, will be asked to leave immediately and their conference credentials will be confiscated.
Conversely, known commercial activity conducted from a hotel guest room or hospitality suite, a restaurant, or any other public place in proximity to IACP’s conferences by non-participating companies, will be shut down if utilizing properties with which IACP has an agreement. Those found to be involved with “suitcasing” or “outboarding” will be denied registration to attend future IACP events.
Statement of Intent
In order to protect our valued exhibitors/sponsors and the investment they make in the association, thereby supporting IACP’s mission, our rules strictly prohibit solicitation, “suitcasing” or “outboarding” by attendees who transact business at our conferences and meetings and do not have exhibit booths or sponsor investment.
By suitcasing or outboarding the show, an attendee gains an unfair competitive advantage over exhibitors and sponsors that have invested money and other resources to participate in the events and deprives IACP of income we use to support our many programs and initiatives.

Women's Leadership Institute - Leesburg, Virginia
The Women’s Leadership Institute (WLI) is a one-week leadership training program for female leaders and those developing female leaders. This course is open to male and female leaders.
