Russell B. Laine served as the Chief of Police for the Algonquin Police Department from June 1985 to his retirement in December 2014. He served as the Interim Chief of Police in Fox Lake IL from January 2015 to June 2016.  He also served as the Chief of Police in Bartlett, Illinois and Edgerton, Wisconsin. He has been in law enforcement since 1976

He has a Bachelor of Arts degree from Aurora University.  In 1991, he earned a Juris Doctor degree from John Marshall Law School in Chicago and he is admitted to practice law in Illinois. He is a graduate of the Police Administration Training Program at the Traffic Institute, Northwestern University and the Midwest Law Enforcement Executive Development Program. 

Chief Laine is the Past President of the McHenry County Chiefs of Police Association. He is a founding member of the Algonquin-LITH Rotary Club, a former Treasurer and a continuing Board Member of the Club.  He serves on the McHenry County Communities Against Gangs, is a past member of the McHenry County Child Advocacy Board and a member of the Sherman Health Care Advisory Board.  Chief Laine received the Law Enforcement Recognition Award from the Illinois Council Against Handgun Violence.  He is an active member of the Illinois Association of Chiefs of Police and is a Past President.  He was selected to serve on an Advisory Committee reporting directly to FBI Director Mueller. He served on many other advisory boards to federal agencies.   

Chief Laine was elected as a Vice President of the International Association of Chiefs of Police in 2002 and became President in 2008. He served as the General Chair of the State Association of Chiefs of Police, a division of the IACP. He is a Life Member of the International Association of Chiefs of Police.  

Chief Laine served on the faculty of Elgin Community College and Columbia College and lectures in Police In-Service Training Programs and at the Graduate Retraining Program for NUTI.  He lectures on civil liability, police ethics, police administration and criminal law & procedure. He has lectured on police ethics, leadership and policing to government and law enforcement officials in Argentina, Peru, and Lithuania through the Pointman Leadership Institute. Chief Laine is the Past Chairman of the Advisory Board for the North East Multi-Regional Training Group. He also served as the Chairman of the North Central Narcotics Task Force. 

Laine was instrumental in introducing the Law Enforcement Torch Run for Special Olympics in Algonquin and McHenry County, Illinois and serves on the Board of Directors for Illinois Special Olympics.  

Chief Laine is a veteran of the U.S. Army having served as an infantry medic with the First Cavalry Division in Viet Nam. He received the Combat Medics Badge, a Purple Heart and three Bronze Stars for Valor during his service.
