Practices in Modern Policing: Policing in Vulnerable Populations

Vulnerable PopulationsIn 2016, the COPS Office, in partnership with the International Association of Chiefs of Police (IACP) and CNA, launched the Advancing 21st Century Policing Initiative. This program provides evaluations and technical support to 15 law enforcement agencies. Because these agencies are diverse in size, location, and other characteristics, their insights and lessons learned can be useful to other agencies across the nation. Their program efforts are published as part of the Practices in Modern Policing series. These reports offer guidance to the field for advancing practices and policies in specific aspects of community policing. 

This publication focuses on police interactions with vulnerable populations, including persons struggling with homelessness, addiction, and mental illness.
