Captain Sama Al Zarouni stands as a pioneering force within Dubai Police, where she serves as head of the Operational Audit Section. As the first female military officer to hold this role, she has redefined excellence in financial and administrative auditing. Her leadership has driven over AED 564 million in savings and played a pivotal role in the UAE’s removal from the FATF grey list.
Capt. Al Zarouni’s innovative spirit is evident in her development of Dubai Police’s first internal audit plan aligned with global standards, resulting in 145 audits and AED 87 million in savings. She has completed 52 confidential assignments, led strategic initiatives like the Nazeeh anti-fraud program, developed more than 100 initiatives, and authored 8 groundbreaking policies for her agency.
Her influence extends beyond auditing. Capt. Al Zarouin has trained more than 90 personnel, mentored 70 cadets, and led international collaborations, including establishing memoranda of understanding with global partners. Her work has enhanced public safety, improved financial oversight, and elevated Dubai Police’s global standing. In addition, she is actively engaged with her community, taking part in volunteer activities ranging from performing checkpoint duties to serving as a CrossFit and Padel referee.
A recipient of 14 distinction medals and 107 letters of appreciation, Capt. Al Zarouni exemplifies integrity, innovation, and national service. Her commitment to justice, community engagement, and continuous learning—evidenced by 56 specialized courses and 12 international conferences—cements her legacy as a visionary leader in law enforcement.
