Jessica Bress serves as the director of the Strategic Projects Office at the Metropolitan Police Department in Washington, DC, where she has redefined leadership development in law enforcement. As the architect of the DC Police Leadership Academy (DCPLA), Director Bress has built a program that is now recognized as an international model, drawing participants from across the United States and around the world. 

Under her leadership, the DCPLA has hosted five cohorts, each shaped by rigorous feedback and continuous improvement. The academy blends case studies, interactive workshops, and lectures from top police leaders and academics, addressing contemporary challenges such as officer wellness, recruitment, and crisis response. Director Bress’s commitment to quality is evident in her meticulous speaker evaluations and logic model-based program assessments, ensuring each session delivers tangible value. 

Director Bress’s influence extends beyond DC. The DCPLA has inspired similar programs in other cities, and many police leaders have reached out to Director Bress for guidance in building their programs . Her ability to convene thought leaders from law enforcement, academia, and the private sector has made the academy a hub for innovation and collaboration. 

A passionate public servant, Director Bress’s drive stems from a lifelong commitment to justice and community service. Even while managing the demands of motherhood, she has continued to lead with excellence, hosting academy sessions while caring for her three young children. 

Director Bress’s  work earned the DCPLA the 2023 Webber-Seavey Award for Excellence in Law Enforcement, a testament to her vision and impact.
