Curtis Phillip

Lieutenant Curtis Phillip is a trailblazer in Texas law enforcement, making history as the first African American to hold a command-level position at the Mesquite Police Department. As the son of a military and police veteran, he grew up valuing public service, so law enforcement was a natural fit.
Since joining the department in 2010, Lt. Phillip has risen through the ranks with distinction, serving as a patrol officer, detective, sergeant, and now lieutenant overseeing Technical Services. His leadership spans critical divisions including Dispatch, Property and Evidence, Detentions, and Records.
Beyond his operational excellence, Lt. Phillip is a pillar of community outreach. He previously led the department’s Santa Cop Program, which provided holiday gifts to more than 1,300 children in 2024 alone. His dedication to this initiative reflects his belief in the power of service beyond the badge. As a former school resource officer supervisor and a current member of the Hostage Negotiations Team, Lt. Phillip has demonstrated compassion, calm under pressure, and a deep commitment to public safety.
A former field training officer and a mentor to many, Lt. Phillip is known for his integrity, humility, and drive to uplift others, as well as his dedication to leadership development.
