Dear IACP Members,

We wanted to bring to your attention two recently issued Executive Orders that could potentially impact the policing profession. IACP has reviewed both Executive Orders, which reflect shifts in federal priorities. One focuses on enhancing support for policing efforts, while the other emphasizes a greater role for state and local stakeholders in disaster preparedness and emergency response.

We also want to update you on several recent letters of support that IACP has issued for legislation currently advancing in Congress, including bills scheduled for action during National Police Week.

Executive Orders 

Below are two recent executive orders that impact policing, both of which outline shifts in federal priorities and support for state and local policing agencies. IACP’s legislative affairs team will continue to monitor new orders as they are issued and analyze their potential impact on policing. 

Executive Order 14240: Strengthening and Unleashing America’s Law Enforcement to Pursue Criminals and Protect Innocent Citizens
This order aims to strengthen support for state and local police agencies by increasing federal resources, limiting officer liability, and expanding access to military equipment. It directs DOJ to roll back consent decrees, challenge DEI-based restrictions on policing, and reinforce legal protections for officers.   

Executive Order 14239: Achieving Efficiency Through State and Local Preparedness
This order emphasizes the leadership role of state and local governments in disaster preparedness, shifting federal agencies into a more supportive capacity. It directs state, local, and private entities to serve as the primary investors and planners’ of preparedness and response efforts. 


Letters of Support

IACP has recently submitted letters of support for six legislative proposals. These efforts reflect IACP’s commitment to advancing policy solutions that directly impact the policing profession

  • H.R. 378 / S. 83 – Thin Blue Line Act
    Amends the federal criminal code to make the murder of a public safety officer, such as a policing professional an aggravating factor in death penalty sentencing when the crime occurs under federal jurisdiction or affects interstate commerce.  

  • H.R. 1551 / S. 167 – Protect and Serve Act
    Creates a federal offense for knowingly causing, or attempting to cause, serious bodily injury to an officer engaged in official duties, when the act occurs on federal property or affects interstate commerce. Penalties include up to 10 years imprisonment, or life if death or a dangerous weapon is involved. 

  • H.R. 2240 – Improving Officer Safety and Wellness Through Data Act
    Directs the AG to report to Congress on ambush-style and targeted attacks against policing personnel and evaluate the availability and level of officer wellness and mental health resources. The report must include recommendations and best practices to improve officer safety nationwide.

  • H.R. 2243 – LEOSA Reform Act
    Clarifies and expands the LEOSA to ensure qualified active and retired officers can carry concealed firearms in all states, including in sensitive locations.

  • S. 237 – Honoring Our Fallen Heroes Act
    Recognizes specific exposure-related cancers as presumptive line-of-duty injuries under the PSOB program. 

  • S. 419 – Reauthorizing Support and Treatment for Officers in Crisis Act
    Extends the authority of DOJ to provide grants that fund mental health programs, peer support, and suicide prevention services for policing professionals. 

  • S. 1595 – Improving Police CARE Act
    Authorizes BJAG funding for the purchase of trauma kits for policing professionals and directs DOJ to develop best practices for their deployment, training, and maintenance.
