The “plain touch” rule is a legal development of great potential significance to law enforcement officers. Where it applies, the “plain touch” rule permits the seizure of items of evidence found by police during the course of a “Terry stop” that would otherwise be inadmissible under the traditional rules of “stop-and-frisk”.
