Pilot Agency Selection Criteria
The organization size should be between 100 and 300 employees and be willing and capable of providing the same group of students for training in one-week blocks for up to four consecutive months. The training is limited to 24 people, and must include the chief or the chief’s principal deputy, 50% of his/her immediate reports, and a cross-section of subordinate leaders throughout the organization, including high potential patrol officers and key civilians. To facilitate the purpose and needs of this pilot program, i.e., to train and then follow police leadership, the organization should be stable. For our purposes, this means the following:
- There have been no major incidents or circumstances affecting leaders or organizational development during last three months nor are any anticipated in the foreseeable future. The organization’s senior police leaders and political leaders do not perceive the organization to be in a state of crisis.
- The leaders attending the training and being administered the 360-degree leadership assessment instrument should have been in their leadership position for at least three months with a relatively stable group of superiors, peers, and direct reports who can accurately assess the student leader's leadership characteristics.
- The chosen department should generally be representative of police departments around the country in terms of organizational philosophy, mission, values, structure, policing style and strategies, skill and staffing levels, and community issues of crime, fear, and disorder.
- The organizational culture of the department should reflect the following commitments:
- The organization is committed to developing dispersed leadership in the organization.
- Those attending training should include volunteers to the extent possible.
- The organization's executive leadership is willing to have their personal leadership assessed by subordinates and others and fed back to the rated individuals.
- Additionally, the leadership must be receptive to the organizational assessment results and committed to taking collective action based on the results. The department leadership will support the administration of an organizational assessment of the department. This assessment will ideally be administered to all members of the department. Department leadership commits to department-wide feedback sessions in which the results of the survey are shared with all participants. Based on survey findings the department leadership also commits to developing and implementing actions to address survey findings.
- After the completion of training, the selected department must be willing to provide periodic assessments of the leadership development program and process focused on the applicability and usefulness of the program to their work. The department must also be willing to give feedback regarding the quality of the training and the training approach to guide future leadership training programs.
- The selected department must be committed to the person-hours required to learn and apply the leadership model/training. Requirements include not only class hours, but also class preparation prior to class, self-study time, action planning, and plan implementation after the completion of the formal classroom course.
