Towards 2000 and Beyond
Introduction
This is the fourth revision of the Strategic Plan and is done in compliance with the direction of the Board of Officers to integrate the actions of the Committee with the strategic plan of the Association.
This will act as the vehicle for communicating to the members of the International Association of Chiefs of Police, hereinafter referred to as IACP, what the committee views as the challenges which face us as we approach the year 2000.
This document is intended to serve as a first step in a dynamic and continuing process. The Committee will seek input from each member to review and update the plan on a regular and continuing basis.
The issues facing the committee are complex as well as thought provoking. Diminishing tax revenue for police budgets, the aging of America, as well as demography and population diversity issues will continue to create challenges for law enforcement into the year 2000 and beyond.
Mission
Establish the prevention of crime as fundamental to a free and safe society; anchor crime prevention in each department's organizational policy; and strive to develop crime prevention as the top priority for comprehensive crime control initiatives.
Strategies
- Developing where needed, and harnessing where existing, the active participation by all members of the community in the prevention of crime, creation of community safety and justice.
- Reducing crime and maintaining civil order by recognizing developing problems such as civil unrest, and domestic terrorism.
- Breaking the cycle of:
- Drug Abuse
- Domestic Violence
- Proliferation of Gangs and Youth Violence
- Dysfunctional Families and Communities
- Decaying Neighborhoods and Inner Cities
- Mobilizing public opinion to influence social policy, both by government and business, thereby promoting community safety.
- Educating and training in the prevention of crime for all personnel within law enforcement agencies.
- Creating organizational environments and structures which nurture community safety.
- Educating and achieving agreement among law enforcement leadership to jointly address, along with other government agencies and citizens, the solution to crime problems.
- Develop links between crime prevention and community policing which will emphasize the importance of "community safety."
- Identify elements of effective crime prevention programs which focus on partnerships in community problem solving.
- Develop marketing strategies which will inform community stakeholders of crime prevention programs.
- Continue to develop workshops targeted at community stakeholders so as to enhance commitment to crime prevention and to understand the mechanics of implementation of crime prevention strategies.
- Continue to work with the media to influence news coverage so as to insure that policies include reporting prevention strategies along with crime reporting.
- Developing strategies which will promote and maintain a collaborative approach at the community level which includes police, government and community stakeholders working in partnership to problem solve.
- Continual development of regional and national strategies promoting collaborative efforts between states, municipalities, and police agencies.
- To continue to provide active leadership on the national crime prevention coalition.
