Senior Trooper Samuel Moss as Trooper of the Year

Alexandria, VA – On March 21, 2014, the International Association of Chiefs of Police (IACP) and Motorola Solutions named Senior Trooper Samuel Moss from the Virginia State Police as the IACP/Motorola Solutions Trooper of the Year. Senior Trooper Samuel Moss was chosen from four finalists among state and provincial agencies of the United States and Canada for this honor.

After finishing his shift on March 7, 2013, Senior Trooper Samuel Moss was heading home on Interstate 85, when he came upon two vehicles parked along the side of the road and a Virginia State Police patrol car crashed in the woods. Upon pulling up to the scene and exiting his vehicle, one of the vehicles pulled away, and Moss observed a male suspect standing beside the crashed trooper's vehicle. Moss realized just in time that the crash scene was actually an active shooter scene, and the suspect had made him his next target.

Taking cover behind his vehicle Senior Trooper Moss began to exchange fire with the shooter. Moss recognized that he would need to exchange his pistol for his M-4 rifle if he was to gain an upper hand in this shootout. While keeping the suspect in site, exchanging fire with him, attempting to determine the condition of the trooper in the wrecked cruiser, radioing in the situation, and accessing his M-4 in his cruiser's trunk; Moss still had the presence of mind to signal traffic to stop and keep other drivers out of harm's way. At this point a second trooper arrived on scene to backup Moss, and the suspect fled into the cover of the woods.

Though the suspect had fled, the danger was far from over. The condition of the trooper in the wrecked cruiser then became more pressing, as the vehicle had begun to smoke. Acting quickly, Senior Trooper Moss, directed his backup to cover him as he went to rescue the trooper. Senior Trooper Moss pulled Master Trooper J.A. Walker from the smoking vehicle moments before the wreckage went up in flame. Unfortunately, despite the remarkable efforts of Senior Trooper Moss, Master Trooper Walker has been mortally wounded by the active shooter.

The other finalists for the honor were Trooper Brad Williams of the Illinois State Police; Trooper Frank Casares of the Texas Department of Public Safety; and Trooper Jay Farmer, Washington State Patrol.
