Rick Courtemanche
Mr. Courtemanche has served for over ten years as Police Legal Advisor to the Tallahassee Police Department, operating with over 350 sworn and 150 non-sworn personnel. His duties include providing advice and counsel to the Chief, sworn, and non-sworn personnel on personnel, criminal, policy, and administrative issues, as well as training personnel on legal issues.
From 1995 to 2000, Mr. Courtemanche was an Assistant General Counsel with the Florida Department of Law Enforcement, prosecuting administrative disciplinary cases on law enforcement and correctional officers for the Florida Criminal Justice Standards and Training Commission. He also served as Program Legal Advisor to the Alcohol Testing (Breathalyzer) Program, and represented the Department in civil and administrative litigation (primarily on death penalty public records, labor, and personnel matters). Mr. Courtemanche also previously served as a felony trial prosecutor for the State Attorney's Office in Tallahassee from 1988 to 1992.
Mr. Courtemanche is an instructor for the Florida Department of Law Enforcement’s Executive Institute lecturing on Internal Affairs and Officer Discipline, and the Pat Thomas Law Enforcement Academy on various subjects.
Mr. Courtemanche graduated from Florida State University (B.S. 1985) and the University of Alabama School of Law (J.D. 1988), and was admitted to the Florida Bar in September of 1988. He is a member of the IACP, Florida Association of Police Attorneys and the Tallahassee Bar Association. Mr. Courtemanche was a graduate of the charter class of the Police Legal Advisor Training Program presented by the Federal Law Enforcement Training Center (FLETC) at Glynco, Georgia, in March 2004.
