2011 LEBF Candidates

Congratulations to the successful applicants who have been selected to attend the 2011 IACP Foundation / Target Law Enforcement Business Fellowship.

The IACP Foundation received applications from over fifty, highly-qualified candidates from law enforcement agencies across the United States.  The following six applicants were selected for the second course of the LEBF, which will run from July 18, 2011 to July 28, 2011 at Target headquarters in Minneapolis, MN.

(Note that the original announcement for this program advertised five available scholarship spots, however, Target increased funding for the program to permit an additional scholarship - and for three local law enforcement officer to audit the class - for a total of six.)

Lt. Matt Apodaca
Glendale, AZ Police Department


Lieutenant Matthew Apodaca is a 21-year veteran of the Glendale Police Department in Glendale, Arizona. He holds a Bachelor’s Degree in Public Safety Administration from Grand Canyon University and a Master’s Degree in Educational Excellence from Northern Arizona University. Lt. Apodaca is a graduate of the 121st Administrative Officers’ Course at the Southern Police Institute (SPI), University of Louisville. He has also attended many executive leadership courses which included “Leadership in Policing Organizations” (LPO) sponsored by the International Association of Chiefs of Police (IACP) and the Rocky Mountain Executive Leadership Development training course in Colorado Springs, Colorado. He is currently assigned as a Patrol Shift Commander, supervising swing shift officers in their patrol duties.

Lt. Apodaca has been married for 21 years and has two daughters, ages 16 and 10.

Lt. Todd Gross
Minneapolis, MN Police Department


Lt. Todd Gross has served with the Minneapolis Police Department for 23 years and is currently the Director of Training. He holds a Masters Degree in Criminal Justice from Concordia University- St. Paul; a Bachelors Degree in Law Enforcement from Metropolitan State University; and an Associate of Arts Degree in Law Enforcement from the Alexandria Technical College.

Prior to his promotion to lieutenant, Lt. Gross served as: Patrol Lieutenant- Downtown Minneapolis 1st Pct; Sergeant Patrol Supervisor 3rd Precinct- South Minneapolis; Sergeant Investigator Internal Affairs Unit; Sergeant Investigator Force Investigative Team; and Sergeant Investigator Juvenile Investigations.

Lt. Mike Hallinan
Irvine, CA Police Department


Lieutenant Mike Hallinan holds a Bachelor of Art’s Degree in Sociology and a Master of Science in Administration of Justice and Security. He is a graduate of the CA POST’s Sherman Block Leadership Institute and the LAPD WestPoint Leadership Program. Lieutenant Hallinan currently works in the Office of the Chief of Police responsible for Special Projects. He has prior police experience with the Los Angeles County Sheriff Department and the Los Angeles Police Department. His past assignments include SWAT, Detectives, Narcotics, Meth Lab Task Force, FTO, DUI Enforcement, and Patrol Operations.

Sgt. Jill McRae
St. Paul, MN Police Department


Sergeant Jill McRae is a 28 year law enforcement veteran. She has served for 18 years with the Saint Paul Police Department and is currently assigned to the Office of the Chief as the department’s Chief Inspector. Previous assignments have included managing and supervising the department’s property and evidence room, juvenile crime investigations, and street level narcotics and vice work. Sergeant McRae served 2 terms as the President of the Minnesota Association of Women Police and served on its board for 20 years. She holds a Bachelor of Arts degree in Criminal Justice.

Deputy Chief A.J. Olson
Metro Transit Police, Minneapolis, MN


Deputy Chief Olson has enjoyed a 30 year career in law enforcement gaining experience and expertise in a variety of disciplines including administration, patrol, training, investigations, labor relations, D.A.R.E., grants management, and security planning. After serving over 24 years in rural eastern Montana, he became a member of the Metro Transit Police Department in April of 2005 and was promoted to Deputy Chief of Police in May of 2007. Among his duties at MTPD, Deputy Chief Olson has supervised the police department’s role in the maturation of light rail in the Twin Cities as well as the implementation of Minnesota’s first commuter rail property. A graduate of the FBI National Academy, A.J. holds a Bachelor’s Degree from the University of Mary in Bismarck, ND, a graduate certificate in Criminal Justice Education from the University of Virginia, and a Master of Arts in Public Safety Administration from Saint Mary’s University of Minnesota.

Inspector Don Rouiller
U.S. Capitol Police, Washington, DC


Inspector Donald Rouiller has served with United States Capitol Police since 1993. He holds a Bachelor’s and Master’s Degree in Management from Johns Hopkins University. He is a graduate of the FBI National Academy and the Senior Management Institute for Police. He served as the commander of the Department’s Inauguration Task Force, the unit responsible for developing the plan for the 56th Presidential Inauguration. He has commanded the Dignitary Protection and Investigations Divisions and currently commands the Capitol Division.

Lt. Catrina Shead
Dallas, TX Police Department


Catrina M. Shead began her law enforcement career on May 6, 1994 with the Dallas Police Department. After serving several years as a patrol officer and background investigator for the Personnel Division she was promoted to the rank of Sergeant in 2002. As a sergeant she supervised squads and sectors within the Patrol Division and Robbery Unit. In February 2006 she was promoted to the rank of Lieutenant. As a Lieutenant, Catrina has served as a patrol watch commander, storefront commander, training commander and a narcotics commander. She is currently assigned to the Criminal Intelligence Division.

Catrina attained her Bachelors of Business Administration from Northwood University in May of 1998 and her Master of Arts degree from Amberton University in August 2004. She is a graduate of the International Law Enforcement Management College in the fall of 2007 and the Caruth Police Institute in the spring of 2010.

As a certified TCLEOSE Instructor, she has presented courses on leadership for supervisors, developing interviewing skills, juvenile delinquency prevention, developing effective writing skills and successful assessment center training skills.

Catrina is married with two children and her hobbies include running and reading.

Lt. Dave Smith
San Francisco, CA Police Department


Lt. Smith studied Criminology at City College of San Francisco and holds an Associate's degree from College of Marin. He is a graduate of the Sherman Block Supervisory Leadership Institute, POST Executive Development Course, and POST Command College. Lt. Smith has served as Field Operations as a watch commander at 4 district stations, in investigations as OIC of narcotics street enforcement, and as adjutant to the Assistant Chief of Administration.

Lt. Michael Sullivan
Louisville Metro Police Department, KY


Lieutenant Michael Sullivan has seventeen years experience with the Louisville Division of Police and the Louisville Metro Police Department.  He holds a Bachelor’s Degree in Police Administration from the University of Louisville and is expecting to complete his Master’s Degree in the Administration of Justice during the fall of 2011.  He is a graduate of the 119th session of the Southern Police Institute’s Administrative Officers Course and 242nd session of the FBI National Academy.  Lieutenant Sullivan is currently the Adjutant for the Assistant Chief of the Support Bureau and has command experience in the Patrol Bureau, Public Integrity Unit and Narcotics/Intelligence Division.
