2010 LEBF Candidates

Congratulations to the five successful applicants who have been selected to attend the IACP Foundation / Target Law Enforcement Business Fellowship.

The IACP Foundation is pleased to report that the Minnesota Board of Peace Officer Standards and Training (POST) has awarded 57 continuing education credits to the LEBF training program.

The IACP Foundation received applications from over thirty, highly-qualified candidates from law enforcement agencies across the United States.  The five following applicants were selected for the second course of the LEBF, which will run from July 19, 2010 to July 29, 2010 at Target headquarters in Minneapolis, MN.

(Note that the original announcement for this program advertised four available scholarship spots, however, Target increased funding for the program to permit an additional scholarship - and for a local law enforcement officer to audit the class - for a total of six.)

Colonel / Chief of Police Thomas E. Doyle
Greenhills, Ohio Police Department


Colonel Doyle holds a Bachelor's Degree in Criminal Justice, is a Certified Law Enforcement Executive in Ohio, and is a graduate of the 138th session of the FBI National Academy.  He is a member of the Hamilton County SWAT Team and is certified by the DEA to investigate and mitigate clandestine methamphetamine labs.

Major Walter J. Evans
Tulsa, Oklahoma Police Department


Major Evans holds a Bachelor's Degree in Business Administration and currently oversees patrol and investigative operations within the largest business district in the State of Oklahoma.  He works closely with major corporations to reduce organized retail crime and also serves on the board of directors of the Oklahoma Retail Crimes Association.

Lieutenant Jason G. Fox
San Francisco, California Police Department


Lieutenant Fox attended California State University, Humbolt and CSU Sonoma and is a graduate of both the CA POST's Sherman Block Leadership Institute and the FBI's Law Enforcement Executive Development Course.  He is the Adjutant for the Assistant Chief of Operations and has served as an FTO, mutual aid coordinator, and special event manager.

Deputy Chief John W. Roland, Jr.
City of Mount Vernon, New York Police Department

Deputy Chief Roland holds a Bachelor's Degree and is a graduate of the FBI National Academy.  He has served a chief of patrol, including emergency services, K-9, mounted unit, and motorcycle unit.  

Captain Thad Turner
Orangeburg, South Carolina Department of Public Safety


Captain Turner holds a Bachelor's Degree in Business Administration and is in the process of completing his Master's Degree in Criminology.  He has served as special operations commander and a SWAT team member.  He oversaw the agency's accreditation process under CALEA and serves as the department's accreditation manager.

Lieutenant Lori Dreier
St. Louis Park, Minnesota Police Department



Lieutenant Lori Dreier is a 19-year veteran of the St. Louis Park Police Department where she is a member of the command staff.  She holds a Bachelor’s Degree in Public Administration from Metropolitan University, and a Master’s Degree in Human Development from St. Mary’s University.  She is a graduate of the Administrative Officers Course at the Southern Police Institute, University of Louisville.  Lieutenant Dreier facilitates numerous city-wide problem solving efforts, including an award winning graffiti abatement program as recognized by the International Chiefs of Police Association and the Humphrey Institute at the University of Minnesota.
