Target - Law Enforcement Business Fellowship, 2009 Attendees

Meet the successful candidates from the 2009 pilot class of the LEBF:

The IACP Foundation is pleased to report that the Minnesota Board of Peace Officer Standards and Training (POST) has awarded 62 continuing education credits to the LEBF training program.

For the pilot program in 2009, the Foundation received applications from over thirty, highly-qualified candidates from law enforcement agencies across the United States.  Congratulations to the four following applicants who were selected for the inaugural course that ran at Target headquarters in Minneapolis, MN beginning June 8, 2009:

Deputy Superintendent William GrossDeputy Superintendent William Gross
Boston, MA Police Department

Deputy Gross is a 26 year veteran of the Boston Police Department.  He began his career in Area C-11, the Dorchester section of the City of Boston.  This is the most diverse community in Boston ethnically, racially and geographically, hosting numerous businesses, attractions and significant residential population.  He addressed gang violence issues as a member of the Youth Violence Strike Force and later as a member of the Drug Control Unit.  Deputy Gross has served as a patrol supervisor in the field and as a supervisor in the investigative branch of the department.  In addition, he has served as a Boston Police Academy instructor leading new recruits in the areas of use of force, patrol procedures and criminal law.

In early 2008 Deputy Gross was promoted to the rank of Deputy Superintendent and took command of Zone 2, which encompasses 4 of the busiest and again most diverse police districts in the city.  Many initiatives, from review of patterns of crime, placement of officers, inclusion of specialty units and continued collaboration and partnership with the residential and business community, have improved the quality of life in Zone 2 and the trust between the community and the Boston Police Department.

Assistant Chief McMahonAssistant Chief Scott McMahon
Watertown, SD Police Department

Assistant Chief Scott McMahon is a native of Big Stone City, SD.   Scott graduated from Ortonville MN High School in 1989.  Scott attended Ridgewater Community College in Willmar, MN and earned an Associate in Arts Degree in Law Enforcement.  Scott completed the Law Enforcement Skills Program at Alexandria Technical College in Alexandria, MN during the summer of 1991.  Scott also holds a Bachelor of Arts degree from Mount Marty College in Watertown.  Scott was employed with the South Dakota Department of Corrections from 1992-1994.  During this time he worked as a Correctional Officer with the South Dakota State Penitentiary in Sioux Falls, SD.  Scott started his career in Law Enforcement with the Watertown Police Department on April 01 1994.  During this time Scott had special interest in traffic safety and motor vehicle collision investigations.  Scott was also involved with the Field Training Officer Program for nearly nine years.  Scott was promoted to Police Sergeant on April 01, 1998.  Scott was promoted to Captain of the Criminal Investigation Division in August of 2006.  Scott was then promoted to Assistant Chief in December of 2007.  Scott graduated from the 234th session of the FBI National Academy in Quantico Virginia in September of 2008.

Commander PotterCommander Stephen Potter
Napa, CA Police Department

Commander Potter has 28 years of local law enforcement experience, with 6 years as a Deputy Sheriff and 22 years at Napa PD.  His duties include overseeing the Administration and Support Services Bureaus, with issues related to personnel, standards and training; and he manages both the Property Room and Records Bureau. Additionally, Commander Potter oversees the Consolidated Communications Center, which is the primary PSAP for the county, handling dispatch services for the Napa Sheriff, Napa Police, Napa Fire and the City of American Canyon.

Commander Potter graduated from Union Institute and University with a BS in Criminal Justice Management; he is a 2008 graduate of PERF’s Senior Management Institute for Police and currently serves as a part-time instructor at Napa Valley College.

Lieutenant Michael Ronan
Virginia Beach, VA Police Department

Lieutenant Michael Ronan has been with the Virginia Beach, Va. Police Department for the past 25 years.  He is currently assigned to the Special Operations Division and his assignment involves daily supervision and direction of the department’s SWAT Team, Bomb Squad, Canine Unit, Aviation Unit and Mounted Unit.  He serves as the tactical commander on all hostage/ barricade situations and high risk search warrants. 

Since 2001, Lieutenant Ronan has also served as the department’s representative on the area’s FEMA- Urban Search & Recovery Team (US&R); Virginia Task Force Two (VATF-2) as a Plans Officer.  He holds a bachelor’s degree in Criminal Justice from Saint Leo University, Master’s of Public Administration degree from Old Dominion University, and 230th FBI National Academy (FBINA) graduate.     

Lieutenant Mark Bruley
Brooklyn Park, MN Police Department
(auditing class as host agency representative)

Lt. Bruley has been with the Brooklyn Park, MN Police Department since 1995.  He is currently the lieutenant in charge of Training and is also the SWAT commander.  Mark serves as both a Defensive Tactics / Impact Weapons Instructor and a Firearms Instructor.  He is a member of the Special Operations Training Association and the Association of Training Officers of Minnesota.
