Congratulations to the two awardees of the 2011 SPSC Scholarship Course
Northwestern University Center for Public Safety has provided two full scholarships for their prestigious ten-week school of Police Staff and Commandon site in Evanston, IL. Lt. Brian Mikula and Sgt. Michael Doty were named as the recipients of the 2011 Northwestern University Center for Public Safety Scholarships and will attend the September - December 2011 class.

Lieutenant Brian Mikula
Dane County Sheriff's Office, Madison, Wisconsin
Lt. Mikula is currently assigned to second shift as a shift commander. He began his career with Dane County in September of 1991. Prior to that he spent two years on active duty with the United States Army, followed by two years in the Army Reserves as a drill instructor.
During his military service, he graduated from Central Texas College with an Associates Degree in Law Enforcement and a Bachelor’s Degree in Criminal Justice Administration from Columbia College. This past August, he earned a Master’s Degree in Criminal Justice Administration from the University of Wisconsin- Platteville.
Lt. Mikula has worked all three shifts, and many different assignments throughout the agency, including: patrol, airport, civil process, bailiff, conveyances, court services, and as a patrol sergeant.
He makes it a priority to show his staff appreciation for the hard work they do, the sacrifices they make, and their dedication to the agency and the citizens of Dane County.
Lt. Mikula lives in Sun Prairie, Wisconsin and is married with three children.
He looks forward to the many challenges the school will bring, the opportunities to meet fellow law enforcement professionals, and to learn from the experienced and highly respected instructors during the 10-week course. With all of the current events associated with mandated budget cuts that will affect his agency, he looks forward to learning, and sharing ideas and strategies to do more with less.

Sergeant Michael Doty
South Elgin, Illinois Police Department
Sgt. Doty is a 14-year veteran of the South Elgin, IL Police deparment and is currently head of the Investigations Division. He began his career in April 1997. Prior to that he served three years of service as a police dispatcher. Sgt. Doty is a veteran of the United States Air Force where he served tours in Spain, United Kingdom, and at Ellsworth AFB, South Dakota.
Sgt. Doty received his education through the Community College of the Air Force, having finally received his Bachelor’s Degree from Judson College in Management. He continued his educational studies at Webster University where he obtained an M.A. in Management. Sgt. Doty has served in several positions within the department including Patrol, Crime Prevention, Public Information Officer, and Training Supervisor.
Sgt. Doty is fluent in Spanish and volunteers his time as a coach for youth football. He lives in Huntley, IL with his wife and two sons.
Sgt. Doty looks forward to attending SPSC to obtain the necessary tools to advance in police management and to enhance his skills in leadership, improve performance of staff, and to obtain a better understanding of legal issues.
