Committees
Arson and Explosives Committee
Studies, considers, and determines the various methods and means by which crimes involving arson and explosives are committed; surveys, investigates, and evaluates the techniques and methods employed by police agencies in solving and reducing the incidence of these crimes; and reports to this Association for dissemination to all police agencies all pertinent information and recommendations that will assist them in combating these major crimes.
Aviation Committee
Provides guidance to the IACP in all matters relating to the use of police aircraft; enhances cooperation and the sharing of information between agencies who use aircraft and those exploring the possibility of starting an aviation operation; sponsors police aviation management training; and publishes articles to assist in the understanding of the benefits, costs, and complexities of aviation management.
Chaplain Committee
Advises the President and the Executive Committee, prepares and presents at the annual meeting of the Association a list of the members of the Association who have died during the preceding year, and carries out such other responsibilities as may be assigned.
Civil Rights Committee
Studies, considers, and determines those programs, policies, and initiatives that will enhance law enforcement's role in strengthening and protecting the civil rights of all people.
Civilian Law Enforcement – Military Cooperation Committee
The Civilian Law Enforcement – Military Cooperation Committee (CLEMCC) shall act as a liaison agency between military law enforcement and civilian law enforcement. The goal of the committee shall be to foster a closer relationship between the civilian and military law enforcement disciplines so that each discipline can take mutual advantage of the other's skills, knowledge, training research and development, and equipment in the law enforcement field for the benefit of the people who are served.
Communications and Technology Committee
Acts as a liaison agency for this Association with the governmental agencies of the United States and other nations represented in this Association and with other public, civic, and industrial agencis whose facilities are devoted to the development science and technology and use of modern communication systems; keeps abreast of, and fully informed on, all developments relating to the science of communications and other technology and its practical use in police service; and reports to this Association as frequently as is necessary for dissemination to all police agencies all pertinent information and recommendations that will advance and assist in the application of such technology in police service.
Community Policing Committee
Studies community policing strategies and operations. Works to define community policing and create standardized criteria for agencies employing it; formulate model policies and procedures for community police operations; sponsor, evaluate, and publish community-oriented policing research; coordinate and distribute literature and other community police resource and reference materials; develop and distribute community policing training curriculum and other learning materials for all levels of police personnel; compile a network of professional law enforcement and academic experts and contact persons on community policing; identify, reward, and portray as models agencies that have successfully implemented community-policing programs; and establish links with non-law enforcement social and human service agencies toward enhanced communication, training, and mutual problem solving.
Conference Committee
Provides guidance to the IACP relative to the annual conference with particular attention to improving the overall quality of the conference. In addition, members may be requested to aid the conference manager in enforcing IACP regulations established for this event.
Crime Prevention Committee
Investigates and studies all conditions and situations that induce and encourage crime, develop antisocial attitudes, foster civil disturbances, and contribute to juvenile delinquency generally; consider, evaluate, and determines to what extent crime prevention may be accomplished by action of the community as a whole and by the police particularly; develops techniques and methods for the interchange of information and ideas relating to crime prevention between police agencies; and, reports to this Association for dissemination to all police agencies all pertinent information and recommendations relating to practical crime prevention programs and legislation that will assist them in establishing effective programs within their jurisdictions.
Criminal Justice Information System Committee
Supports the IACP mission and its members by serving as the central coordination point for data and information sharing and information management systems. Also serves as the primary liaison with the FBI on all issues involving information sharing efforts to include, but not limited to, the National Crime Information Center (NCIC), the Integrated Automated Fingerprint Identification System (IAFIS), the National Incident-Based Reporting System (NIBRS), the National Data Exchange (N-DEx) and Regional Data Exchange (R-DEx).
Education and Training Committee
Provides adequate organization and an opportunity for members of this Association concerned with education and training to conduct meetings; transact the necessary business, discussions, research, evaluations, and determinations of police education and training matters of mutual interest; promote a more intimate and meaningful relationship between the police executive and the police educator; assist this Association with coordinated and cooperative effort in the implementation of the mutual objectives of effective police education and training, promotion of adequate police educational programs, and achievement of an accepted professional status of the police service; promote other essential mutual interests, assistance, professional standards, and relationships among police educators.
Election Commission
Enforces rules, regulations and constitutional provisions regulating elections.
Environmental Crimes Committee
Develops programs aimed at raising the awareness of law enforcement executives regarding crime and the environment. Studies, considers, and determines the full range of environmental issues that surface for law enforcement agencies and shall recommend policies, service programs, and training curricula that will assist police executives in meeting the demands and requirements made of them by environmental laws. Develops leadership strategies for police executives to employ in their communities to achieve clean, healthy, and safe environments.
Financial Review Committee
Oversees all of the Association's budgetary and financial matters, including preparation and presentation of the annual budget. Also monitors the financial dealings of the Association, including the contracting out of services, leasing of equipment and facilities, and other financial transactions necessary to the Association's business function.
Firearms Committee
Studies, considers, and determines the various methods and means by which crimes involving firearms are committed, including the make and type of firearm most often employed; surveys, investigates, and evaluates the techniques and methods employed by police agencies in solving and reducing the incidence of these crimes, reports to this Association for dissemination to all police agencies of all pertinent information and recommendations that will assist them in combating these major crimes; and advises the Association on matters pertaining to the use, availability, and ownership of firearms.
Forensic Science Committee
Tracks, studies and considers issues involving the use of the forensic sciences. Provides support, advice and policy direction, as well as recommendation of new initiatives (projects), directives, and draft resolutions for use by the Association. Seeks to recognize excellence in forensic service providers in law enforcement agencies.
Highway Safety Committee
Studies, considers, and evaluates all matters pertaining to policies, practices, standards, and rates of state and municipal policy organizations relating to traffic accident investigation, traffic records, traffic patrol, traffic law enforcement, organization and administration, and other highway safety functions that may be responsibilities of the membership of the Association; reports to this Association for dissemination to its members and interested agencies information and recommendations for the improvement of police traffic management and the promotion of highway safety; makes recommendations to the Traffic Institute of Northwestern University relating to its traffic police training programs; and makes recommendations to the Association and other interested organizations and agencies of needed research projects essential to optimum highway safety programs by police agencies.
Homeland Security Committee
Serves as the IACP's central coordination point for Department of Homeland Security (DHS) information, issues, policy development, and program reviews. Provides the IACP leadership with a consortium of expertise chartered to advise on a full spectrum of issues including, but not limited to, the review of draft DHS policy documents and relevant legislative proposals. Assembles, prioritizes, and articulates law enforcement's most critical needs and issues and provide them to DHS, a complex and rapidly evolving national protection agency.
International Policing Division Steering Committee
Advises the International Vice President and in turn the IACP President on matters which impact the IACP internationally.
Juvenile Justice Committee
Works toward improved communication and innovation within the juvenile justice system, with the goal that law enforcement will benefit from a reduction in juvenile delinquency and, eventually, adult crime.
Legislative Committee
Studies and evaluates all proposed legislation and regulations that may favorably or adversely affect law enforcement or the welfare of police officers on a national basis and reports as frequently as necessary to this Association, or its Executive Committee, its findings and recommendations relating thereto for dissemination to the membership or for other appropriate action.
Law Enforcement Stops and Safety Subcommittee
Seeks to improve the environment in which officers operate. Attempts both to solidify past efforts and to explore better ways to ensure to a greater extent officer safety during traffic stops and other roadside contacts.
Narcotics and Dangerous Drugs Committee
Acts as the official liaison agency for this Association with federal, state, and local agencies charged with the enforcement of the narcotics and dangerous drugs statutes; keeps abreast of and fully informed on all developments relating to narcotics and dangerous drugs abuse; and makes recommendations to the Association that will assist in combating crime relating hereto.
Organized Crime Committee
Seeks to strengthen the cooperation and coordination among law enforcement agencies worldwide to effectively dismantle, disrupt and prevent organized crime. Also utilizes the collective and varied expertise of the OCC membership as a resource to the law enforcement community and to provide such community with current information regarding emerging trends, and to establish best practice methods relative to combating organized crime.
Past Presidents Committee
Advises the Association on the ways and means necessary to track, record, and preserve the history and artifacts of IACP and its members and officers; maintains a plan for creating a complete historical record of the association's early history and for expanding the record as the years progress; approves an annual narrative account of the association's activities that becomes a permanent part of the association's historical record; and, carries oversight responsibilities for all IACP activities that pertain to the association's history.
Patrol and Tactical Operations Committee
Surveys, evaluates, and reports on existing and experimental patrol and special operations strategies and tactics found to be particularly effective.
Police Administration Committee
Assesses the state of police management and organization; identifies major police management and organizational problems and needs; surveys new and advanced public and private-sector organizational and management practices; evaluates the degree to which these concepts can be introduced to improve the management and organization of police agencies; and reports all pertinent findings and recommendations to this Association for dissemination to police agencies.
Police Image and Ethics Committee
Advises the Association on current issues involving police ethics and integrity; creates a means for police executives to have an ongoing examination of the state of ethics in law enforcement; develops a mechanism to create, review, and develop training in the area of ethics and integrity; and provides a mechanism to promote the image of police officers and agencies in order to achieve the highest possible professional standards.
Police Investigative Operations Committee
Develops guidelines and strategies for improving coordination, cooperation, and exchange of information between and among local and state police investigators and investigators of other agencies who may have concurrent investigative jurisdictions or who can otherwise support local and state investigators, including railroad police, port police, airport security, university and college law enforcement agencies, and private security agencies.
Private Sector Liaison Committee
Composed of representative members from all facets of the private security sector and the law enforcement community, this committee strives to improve the relationship between the private sector and public sector by the discussion and dissemination of meaningful data on a continuing basis.
Professional Standards Committee
Provides guidance to the association on all matters affecting professional standards for law enforcement to include assisting headquarters staff in serving as a clearinghouse on standards-related matters; developing white papers on law enforcement standards and practices; and working with staff as it prepares Project Response documents.
Public Safety Directors Committee
Provides technical assistance and guidance to current and proposed public safety programs, training, and other services provided by the Association; plans and develops for distribution by the Association a manual delineating all issues relevant to public safety departments; and conducts continuing research and analysis of contemporary public safety department issues, disseminating all results in a timely fashion to Association members.
Research Advisory Committee
Promotes and supports police based research in the US and the world.
Resolutions Committee
Accepts and considers resolutions submitted and makes a recommendation on each resolution to the membership.
Sergeant-At-Arms Committee
Secures prompt attendance of members at all business sessions at the annual conference; maintains order and decorum; enforces the orders and rules of the Election Committee as may be required; and takes steps as may be necessary to establish favorable meeting conditions.
Strategic Planning Committee
The Board of Officers shall serve as the Strategic Planning Committee, and will utilize all available data pertaining to historical, external, and internal trends and current events affecting the organization in order to maintain the Strategic Plan as a dynamic, flexible, living document that is solidly entrenched in the culture of IACP.
Terrorism Committee
Analyzes the problem of terrorism and its implications for the law enforcement community, both domestically and internationally.
Torch Run Committee
Oversees the establishment and continuation of a program to raise money for and increase awareness of Special Olympics.
Vehicle Theft Committee
Studies, considers, and determines the various methods and means by which the crime of vehicle theft is committed, including the make and type of vehicles most commonly stolen; surveys, investigates, and evaluates the techniques and methods employed by the police and other agencies in solving and reducing the incidence of vehicle theft cases; and reports to this Association for dissemination to all interested agencies all pertinent information and recommendations that will reduce the incidence of this major crime.
Victim Services Committee
Endeavors to be a catalyst for more effective victim-oriented policing strategies and practices, recognizing that there is a broad spectrum of victims, and that victimization takes many forms.
